im curious about art.. the paintings.. they sell for over 20 million US dollars?? Why and how do price it?

that piece right there is over 20 million dollars… HOW did they price that?? Why would any one pay so much for a painting? economy is so bad and they spend 20 million dollars on a painting??? I am pretty shocked, it makes me want to become a artist now. seriously.. how can paintings be priced that high?? how do they people have money for that???
