I know there are auctions where only hire people with some certain licenses are allowed to come may bring guests and all purchases even though the guests are made through them, ie under license. They do not have as much or anything like that. What kind of license is this and how can I get it.

In CA depends on where they are sold. If you want to buy and sell at auction to dealers, or recognition and reauction cars, you can get a wholesale license. On a license that allows up 5 cars per year at retail. If you intend to sell to the general public, then you need a license to retail outlets.
