Is it true that the “ring” in auction rooms?

is illegal. Only in my local, world famous auction house (B…….) they are very open about it and divide up their spoils after the auction unashamedly. I have watched several times now and I thought it was illegal
The ring is when several dealers get together and “negotiate the price of a lot”, so they dont bid against each other and then they get it cheaper, so the person selling gets ripped off and the average Joe cant get a look in.

that only works in auctions only frequented by dealers. I never go to midweek auctions for that reason
