Is it legal for a person who sells many cars on the city’s street, or in a backyard? using out of state plate?

A neighbor’s Tenant who sells auctioned cars in 10s to 20s on our street in Woodside, Queens, New York City. All of the cars carrys the North Carolina plates. May be the NC insurance is lower. He also sell cars in a neighbor’s backyard. Is this individual violated any laws? is the owner of the house violated any zooning laws? Violated any police codes?
Can the city’s street be used as a car dealer’s auctions block? Our street is jamed with his cars on both side every day!
Any govmentment agencies, legal professionals, police authorities can do any thing about it? If there is no law, please the N.Y.State Councilman should step in and legistrate a new law to forbid anyone who sells more than one car on the city’s street! Any one knows any laws on this issue? This is an environmental control, quality living case. We hope the NYC mayors task force can look into this, & transportation, housing experts should look into this issue. All good answers are welcome.

I think you have answered your own questions. I would start with finding out about the zoning laws in the area. If he is running a business out of a residential dwelling, and is zoned to residential only. He will be in violation. Another route you can take, since he is a renter, is to ask the owner fo the property if they know what this guy from N.Carolina is doing ? Alos, I would check with the state if there is a limit on how many cars a person can sell within a year, without getting a sales permit to operate such a business. The law her ein Texas is 10 units per year without a license. Good Luck.
