A public car auction in Huntington Beach, CA?

I want to go to a local car auction in Huntington Beach California or very close anyway. Does anyone know where a place is and suggestions for a 17yr olds first car that will not be expensive to insure? I want something somewhat fast (210hp), somewhat nice looking, and something that wont constantly break down. Thanks for the help.
