What Is This Mystery Item?

A friend of mine bought a box at an auction for $2. The auction people just throw random things in the box. The box has contained several other older items worth money, which we have sold on eBay. Now we’re working on this item, but I can’t find any records of it or anything. I put some pictures up to help you guy identify this. If you can, please give me links to info, or prices, how rare it is, suggested starting prices for an auction on eBay, the official name of it that I would put down, and what set it is from/how many are in the set (it says set number 95, which I would think they wouldn’t put down unless there was only a limited number of them).

I don’t have a lot of info to give you, but I do think that is a old Tap & die set.

If so at least you have a place to start your search for info on them. Not being able to read the entire box, I could not research the product itself*
